The instruction to use the Hydroseal:

Prior to applying Hydrophilic waterstop, all surfaces underneath should be dry, clean, and free from any contamination, dust, loose particles, grease, etc. Due to the importance of Waterstop Hydrophilic’s adhesion to concrete, it is recommended to use adhesive for bonding concrete and the water barrier tape. For added assurance, steel nails can be used to secure this type of waterstop; simply press and secure two overlapping edges firmly together, eliminating the need for welding. Using wire ties around Hydroseal is suggested in cases where it’s applied around pipes or similar installations, alongside the use of adhesive.
